I am not familiar with your prior version or access database. But I currently have a couple of questions. 1. Is there more information about mdb_builder on this site? 2. Do you have to have access to be able to use the results of mdb_builder the .mdb files? 3. Is this mdb_builder simple enough for a beginner to use? Please copy me your answer at my email address. Thank You in advance for your time.
Sincerely, 1bluelight

You do need to have MS Access installed to open MS Access files. As long as you have any version from MS Access 2000 - MS Access 2007 the program should function as advertised. I see no reason why beginners cannot use this; there are not loads of options that may confuse a beginner user.

With the above in mind you can use MS Access as a back end and a 3rd party program as a front end. I know of a business that uses it like so. However you will likely need to install some software/drivers but this should be handled by your 3rd party software.
